| 摘 要： | 制度是人们制定出来的以规范政治、经济与社会相互关系的约束条件,它直接界定权利与义务的分配。我国建国以来经历了计划经济、计划与市场并存的双轨制和市场经济三种模式。在不同的历史时期,寻租活动有其独有的形式和特点。通过对我国不同时期的寻租行为进行深层次的剖析,以及对经济领域中主要寻租形式的总结,提出寻租的本质是制度性寻租行为,寻租现象产生的主要根源在于制度缺陷,必须通过整体性制度安排对寻租行为进行有效治理。

| Abstract: | Institution is the constraint condition that regulates the interrelations between politics,economy and society,and it directly defines the distribution of rights and obligations.China's economy has gone through three modes of development,namely planned economy,planned-market economy and market economy.This paper points out that rent-seeking activities are institutional in nature because such activities result from institutional imperfection.By further analyzing rent-seeking activities during different development periods in China,and by summarizing the main formations of rent-seeking activities in the economic fields,we can conclude that overall institutional arrangement is the effective way to regulate rent-seeking activities. |
