城市社区自治模式的结构创新：由社区议事局生发

社区自治在与政府管理层级及社区内部各类组织的权力和权利博弈中遇到了纵向与横向的困境。南京市白下区的实证调查中表明，提升社区自治水平应首先从改造社区内部权力结构与议事规则出发，并首创性地提出建立“社区议事局”这一新型社区组织结构，以期寻找一条自上而下的政府行政管理与自下而上的社区自治有效互动的新途径。
