论落后地区的发展与后发优势

区域发展的实质是在经济持续发展和积累以及结构不断升级的基础上 ,社会、经济、文化、生态诸系统的不断协同 ,以实现区域系统的自组织效应、协调性机制和持续演化过程 ,也是在不同程度上突破原有世界社会经济层次体系的过程。因此 ,如何发挥后发优势 ,克服后发劣势是落后地区发展的关键 ,也是一项复杂的系统工程。由于后发优势具有动态性、层次性、潜在性、跳跃性、全方位性、创新性等特点 ,因此 ,落后地区具有学习、模仿、推动、开发的发展优势 ,但也存在基础发展条件不平等、发展阶段难以逾越、发展任务繁重、内外部系统难以整合、内涵式发展机制难以建立等后发劣势

On the Development of China''''s Underdeveloped Regions and their Developing Advantages

The present paper maintains that the nature of regional development is a coordinating process of various systems,social,economic,cultural,ecological,etc.,based on a progressive advancement and accumulation of its economy and the upgrading of the economic structure,with a view to realizing the self generating effect,coordinating mechanism and sustaining evolution of regional systems.It is a process,too,of breaking through the outdated socio economic structures.It is,therefore,both of vital significance and of formidable challenge to work out ways of making the best of the advantages and overcoming the disadvantages of the underdeveloped regions.The advantages lie mainly in the dynamism,presence of strata,latency,leaping movements,all roundness,and innovativeness of the regions.The disadvantages lie in the inequality of opportunities,impassability of developmental phases,the overload of tasks,the incompatibility of internal and external systems,and the difficulty in establishing inbuilt developmental mechanisms.
