改革高校布局结构与适时发展农村地区高等教育

我国的高等教育在有了一定的发展后应走集中与分散兼顾发展的道路；在农村县域地区的社会经济有了相当增长的条件下，国家应调整发展高等教育的政策，合理布局，满足农村地区对高等教育的需要；并且可以把初级社区学院作为发展农村地区高等教育的生长点而逐步推进，以适应国家整体社会经济发展的需要。

For a change in geographical distribution of China's higher learning institutions and a timely development of her rural higher education

This article points out that now that China's higher education has made some progress in its development and that a considerable growth has been scored in social econlmy in counties and especially in rural areas, China should regulate her policies for the development of higher education, give due consideration to and making overall arrangement for both concentation and deconcentration, and change for a more reasonable geographical distribution of her higher learning institutions in order to satisfy the crying needs for higher education in rural areas.It isdeemde necessarficotsotepp community colleges as the growing point for further development of rural highereducation so as to meet the requirements for China's overall sociall and economic development.
