The source of sea diplomacy and its operation follows the general rules of diplomacy in modern times, and it has grown to be an integral part of contemporary total diplomacy. Sea diplomacy is to be theo- retically defined in terms of its aim, subject, object, principle, etc.. The concept is different from other notions such as maritime international relations, sea power, maritime strategy, and maritime foreign affairs. The rules of sea diplomacy have been enriched in the evolutionary process of modern diplomacy, and a set of forms have taken shape. Currently, as the value of the sea rises and the international laws of the seas im- prove, sea diplomacy is being given full play as a peaceful means to operate and manage international rela- tions on maritime issues. It serves the important mission of safeguarding and preserving legitimate maritime rights and interests for a country, so as to enable the country to achieve and maintain a strategic initiative on the sea.
