技术创新和组织创新的耦合效应——信息化与生态化的一体化路径探析

中国经济在长期发展的历史进程中,也遗留了一些难题。为尽量避免不可预料和无法控制的消极后果,渐进式变革依然不失为合理的选择。在此宏观分析下,结合中国国情,本文认为信息化作为生态化的物质技术手段,生态化为信息化发展提供优良的生态环境,两者互相依存,即通过信息化和生态化的一体化能在一定程度上解决经济发展科技水平低、生态环境恶化的问题。在此基础上,本文通过论述技术创新和组织创新的耦合效应,分析在信息化、生态化的一体化过程中,创新面临的困境和机遇,并展望政府的制度创新远景,最终据此提出政府的基本对策。

The Coupling Effect of Technological and Institutional Innovation: An Analysis of the Integration Path of Informationization and Ecologicalization

During the long process of economic development in China,there remain many difficult problems.Gradual reform is still a reasonable choice as to avoid unpredictable and uncontrollable negative consequences.With a reference to this macro-analysis,together with China’s specific situations,this paper maintains that informationization is the material and technological means of ecologicalization,while ecologicalization provides an excellent ecological environment for the development of informationization.With their mutual dependence,the integration of informationization and ecologicalization can,to a certain extent,solve the problem of low scientific and technological level in economic development as well as that of ecological deterioration.On this basis,this paper illustrates the coupling effects of technological and institutional innovation,and analyzes the difficulties and opportunities during the process of integration of informationization and ecologicalization,offers a prospect of governmental innovation in laws and regulations,and finally puts forward basic policies for the government.
