| 摘 要： | 依法治市是实现依法治国的中间环节，发达的市场经济制度是实行依法治市的经济前提；完善的法律法规体系是实现依法治市的前提条件；健全的执法监督机制是实现依法治市的关键环节；自觉的遵纪守法意识是实现依法治市的社会基础。只有作好这几个方面，依法治市才会落到实处

| Abstract: | Governing the city by law is a middle link of governing the country by law.
A developed market economic system is the economic premise of realizing governing the city
by law. A perfect law and statute system is the precondition of realizing governing the city by
Law. A sound mechanism of exccuting laws is the key to realizing governing the city by law and
the consciousness of abiding by laws and disciplines is the social basis for realizing governing
the city by Law. Governing the city by Law can be realized only after we have achieved all of
the above |
