中国公民法律意识教育问题及法律意识教育内容的变革

由于特定历史文化背景、教育理念等方面的因素，中国目前公民法律意识教育中存在一些困难和问题，突出地表现为：教育内容上重义务轻权利；教育手段缺乏更注重实效的形式；教育理念上急功近利，未注重从更具有全局和长远意义上的根本素质提高。就公民治理社会的意义而言，法治教育应当更加注重民主法治观、权利责任观和公平正义观教育的要求。

THE EDUCATION OF THE CHINESE CITIZENS' LEGAL AWARENESS & THE REFORM IN THE CONTENT OF LEGAL AWARENESS EDUCATION

Modernization refers to the modernization of many fields such as economic, political , cultural and social including human being. The development of democratic politics is the important goals and tasks in the cause of building socialism with Chinese characteristics. The education of civic awareness includes the educa- tion of civic legal awareness, which is China＇ s objectives and requirements of democratic political development. However, due to such factors as specific historical and cultural background and educational concept, there exist such difficulties and problems in China＇ s current civic education of civic legal awareness as follows ： the educational content lays stress on obligations instead of rights ; the educational methods lack a more pragmatic form; the educational concept attaches importance to quick success instead of the improvement of students＇ basic quality which is of long-term significance to the overall situation. Among them, the reform in educational philosophy and content is of great significance. As far as citizens＇ governance of community is concerned, legal education should put more emphasis on awareness of democracy ＆ legality, awareness of rights and responsibilities and requirements for awareness of fair and just education.
