摘    要:行政事业单位的管理水平对整个国民经济的发展有着重要的作用。目前我国人力资源管理还存在种种缺陷,为改变现状,从宏观上应改革现有的行政事业单位管理体制;从微观上对基层工作人员引入竞争机制,对中上层干部,实行终身雇佣制,同时应建立公平的干部选拔机制和合理的分配体制。

Abstract:The management level of administrative institutions is important on development of the nation's economy, but at present many flaws exist in human resources management. In order to improve the current situation, on the macro-hand, the management system of administrative institution should be reformed. On the mirio-hand, competitive mechanism should be introduced, and lifelong employment system should be carried out for micro-level cadre, and fair mechanism of cadres' choice and rational distribution system should be established.
