| 摘 要： | 人力资本的形成和发展是西部大开发的根本途径,当前西部开发战略必须处理好人力资本形成、流通和配置问题,体现“人本”发展的精神和价值观,这样才能为西部发展启动蓄势相对较强的自然资本,形成强有力的发展态势,奠定可持续发展的基础。
