| 摘 要： | 人权是权利的最一般形式,民族政策的制定和实施体现了国家对少数民族人权的理念的认知,体现了不同的价值取向.不同的人权理念和价值取向决定了制定和实施不同的民族政策.中国的民族政策的价值取向体现了全面保障少数民族人权的理念,是较好地解决民族问题的内在基础.
