| 摘 要： | 灾害移民是指因自然灾害因素、社会灾害因素等胁迫导致的人口迁移与社会经济重建活动，具有不确定性、自愿与非自愿转换性、往复性。根据不同的分类标准，它可以分为自然灾害移民、社会灾害移民与天文灾害移民，自发灾害移民与政府主导灾害移民，自愿灾害移民和非自愿灾害移民等种类。灾害移民过程涉及自然和社会两大系统的变迁。灾害移民需要研究经济、社会、文化、环境、政策等方面的变迁和发展问题。
