3G产业链中的道德风险问题研究

3G产业链中,用户与通信运营商以及通信运营商与SP/CP之间形成了委托代理关系,由于信息的不对称,代理方常常会采取道德风险行为。为有效规避代理方的道德风险行为,构建了用户与通信运营商之间的长期委托—代理模型以及通信运营商与SP/CP之间的多任务委托—代理模型,在此基础上分析影响代理方是否采取道德风险行为的因素,提出增加透明度、提高正常收益、加大惩罚力度、签订长期协议、增加奖励、减少机会成本、提高违规成本、规范业务市场等解决方法。

The Study of Moral Hazard Problem in 3G Industry Chain

In the 3G industry chain,there are principal-agent relationships between the users and telecommunications operators and between telecommunications operators and SP/CP.Because of information asymmetry,agent side often takes moral hazard behavior.In order to circumvent the moral hazard behavior of the agent side,a long-term request-proxy model between the user and the telecommunications operator and a multi-duty request-proxy model between the telecommunications operator and the SP/CP has been established.Then the factor impact on whether the agent acts to take a moral risk has been analyzed.And the appropriate solutions of increasing the transparency,enhancing the normal earning,enlarging penalty,signing the long-term agreement,increasing reward,reducing opportunity cost,enhancing the contrary cost and standardizing service markets have been proposed as well.
