循环农业发展中的政府作用

建设发展循环型农业,是我国资源约束和环境压力下的必然选择。但由于政府在经济发展中不适当的角色定位、传统农业生产的外部性和路径依赖问题以及当前缺乏配套的政策法律制度体系,使循环农业单依靠市场经济的力量很难发展壮大。由此,本文提出政府通过准确定位职能、建设激励约束机制、进行财税金融政策扶持,将有效推动循环农业发展。

A Study of the Government's Functions in the Recycling Agricultural Development

Under the resource constrain and the environmental pressure,to develop the recycling agricul- ture is the inevitable choice for China.However,due to the government' s impropriate roles,the external diseconomies of the traditional agriculture and the lack of necessary laws and policy systems,it is difficult to develop the recycling agriculture only through power of the competitive market.It is concluded that ad- justing the government' functions and building the effective law system will be the best countermeasures to promote the development of the recycling agriculture.
