| 摘 要： | 科技创新是西部全面加快小康社会建设进程的迫切需要。西部科技创新要实现跨越式发展,必须重视优化大环境,积极运用信息技术,大力推动产、学、研结合,加大资金支持力度,在体制创新上有大作为,创新科技管理体制,深化行政体制改革,推进政治文明建设。
