新公共服务与新公共管理:分道扬镳还是殊途同归?

自新公共管理诞生以来,对它的质疑和批判就从来没有停止过,在诸多对新公共管理的批判中,以美国学者登哈特最具代表性,在对新公共管理模式进行批判的基础上登哈特明确提出了新公共服务的学说。虽然笔者并不全然赞同新公共管理的观点,但是新公共服务的批判及其主张却值得商榷。或许当我们审慎看待新公共管理时,新公共服务也同样需要我们审慎对待。

The query and criticism to the New Public Management have never stopped since the naissance of it, and of these criticisms, Denhardt is most representative. Denhardt propounded a theory of the New Public Service on the basis of criticizing the New Public Management. Although the author does not completely agree to the view of the New Public Management, the criticism and opinions about the New Public Service perhaps need discussions. Maybe when we treat New Public Management in discretion, the New Public Service needs our discretion too.
