技术创新机制研究

当今中国,资源和环境已经成为制约经济社会发展的“瓶颈”,要突破这一“瓶颈”,实现我国经济社会快速、健康和可持续发展,就必须提高自主创新能力,这是事关经济社会发展全局的战略性问题,而提高自主创新能力的关键则在于创新机制的创新。围绕技术创新的内涵、技术创新的一般机制、我国创新机制存在的问题,并结合国家“十一五”规划,就如何建构有中国特色的技术创新机制进行了研究和探索。

Study on Mechanism of Technological Originality

China's resource and environment are becoming a bottleneck that restrains the socio-economic development today.To throw off the restraint and make our socioeconomic development rapid,sound and sustainable,the capability to have our own originality is an important strategic problem to China,by which our society/economy will prosper as a whole.In this regard,the formation of the mechanism of technological originality is crucial to the strategy.How to form the mechanism is thus discussed,including its definition,connotation and especially the distinctive practice in China.Combining with the "11th Five-year Planning" for China's socio-economic development,the existing problems and the keys to form the mechanism of technological originality are explored systematically.
