| 摘 要： | 外部性是“市场失灵”的重要表现。私人承包煤矿外部性不经济导致矿难频发。初步探讨了私人承包煤矿外部性不经济产生的原因和机制,并通过征收“矿工人身安全税”和增加死亡赔偿金规制的手段,以及政府加强监管来解决私人承包煤矿外部性问题,促进私人承包煤矿外部性内在化。

| Abstract: | External effect is the key representation of the market failure.Negative effect of externality brings many mine disasters.This paper tries to seek the reasons of the negative effect of externality and analyses the governmental role in solving private coal mine's external effect.The strict measurement which is taken by the government,raising the tax on the safety of miners and increasing the penalty on miners' deaths are the solutions to the external effect based on the complexity and difficulty of the protection for the miners in order to solve the problem inside the enterprises. |
