搞好干部竞聘上岗工作的几个要点

摘    要:竞聘上岗是新时期我国深化干部制度改革的重要举措。本文指出 ,搞好这项改革应重点把握六个方面 :一是教育广大干部解放思想、转变观念 ;二是科学恰当地确定任职资格条件 ;三是尽可能增大各项工作的透明程度 ;四是认真对待个别群众反映的一些问题 ;五是正确处理党管干部原则与充分尊重民意的关系 ;六是建立目标责任制 ,加强对竞争上岗干部的管理。

Abstract:The Cadres Drafting System is one of the important measures to further carry out the ongoing cadre system reform in the New Era. This thesis points out that six aspects should be stressed in fulfilling this reform: first, to direct all the cadres to emancipate their thinking and change the traditional ideas; second, to set up scientific criteria for profession qualications; third, to enhance the publicity of all procedures; fourth, to take the problems posed by any members of the masses into careful consideration; fifth, to make sure that the Party should get all cadres in its charge and at the same time listen to the masses in making judgments; sixth, to enhance the management of the competitive cadres by setting up conventions to hold their responsibility for the promised objectives in their positions.
