对《农业法》中“农业投入与支持保护”若干规定的分析——兼论2004年中央一号文件的相关规定

我国现行农业法对农业投入与农业支持保护作了较为系统的规定.但实践上并没有对农业的发展带来重大的影响,其原因在于<农业法>的规定过于原则,缺乏可操作性.具体而言,国家应在加大农业投入、建立完善农村金融体系、落实农业保险政策等方面予以切实的支持保护,需要认真贯彻落实中共中央2004年一号文件精神,以促进农民增加收入,推动我国农业良性发展.

Analysis on Some Regulations Concerning"Agricultural Input and Its Support and Protection" In the State's Agricultural Law--Commment on Some Regulations of the State's No.1 Document in 2004

The present Agricultural Law gives a relatively systematic regulation on agricultural input and its support and protection. But in practice it does not bring about significant results in agricultural development.The reason is that some regulations are too rigid to be applicable.In particular, the government should give due support and protection on the following aspects ,namely,increasing the agricultural input,building up an integrated rural financing system and carrying out agricultural insurance policy based on the No.1 Document of the country in 2004.By doing so,we can increase peasants'income and promote the sound development of the State's agriculture.
