| 摘 要： | 自政策科学产生以来,公共政策分析作为一种新兴研究领域取得了巨大的发展,但在其基本分析单位——公共政策的认知及本质上仍存在着巨大的歧异。从公共政策内涵的界定入手,对公共政策的主体、客体、性质、目标四个方面进行分析,认为公共政策的本质在于它的公共性,并对政府制定公共政策时如何实现公共政策的公共性提出了设想。

| Abstract: | The public policy analysis obtained a huge development as a kind of newly research realm,but it exists a huge difference at the basic analysis Unit-the cognition of the public policy and essence.In order to research the problem furtherly,This text combs different public policy views and essence firstly.Second,drawing a conclusion from the lord of the public policy,guessing body Characteristics,the target bias and character,and getting a conclusion that Public policy essence lies in its public.Then set out the study government decision how to carry out the public from the public of the public policy. |
