中国乡村关系的现状及对策

在“乡政村治”格局中 ,乡政权 (乡镇党政机构是其主要组织形态 )与村治权 (村民委员会是其主要组织载体 )之间的冲突或矛盾关系是制约乡村治理的深层因素。作者在分析乡村关系冲突的主要表现的基础上 ,提出了健全乡政村治制度体系 ,实现乡政与村治的法治化 ;将村委会与乡镇人大衔接起来 ;改革乡政政绩考核指标制定制度 ,规范乡政行为 ;明确村委会与村党支部各自的职责权限 ;有条件地逐步推行乡镇长直选等若干对策建议。
