| 摘 要： | 为了科学地规划技术实践,有必要注重科学观念指导下的技术创新在技术实践中的应用,倡导创新主体在科学精神指导下的技术创新,规范技术创新的宏观环境,并适当发挥技术创新的法律调节作用,以完善公正、高效的技术创新体系,加快技术的开发与应用。
