| 摘 要： | 程序理念已东渐中国,成为行政法学界研究的热点问题。通过对近几年行政法学界关于行政程序含义以及行政程序价值理论研究的比较分析,阐述了独特的见解,较全面地界定了行政程序的含义和分析了行政程序的价值。
