| 摘 要： | 创新能力不足是老工业基地发展乏力的一个重要原因,企业集群创新已成为支撑许多国家和地区区域经济发展的主导战略,正是其优异的学习特性和创新能力。老工业振兴应将区域学习作为未来经济发展的基础和核心,走区域企业集群创新道路。当前要着力在培育区域主导创新组织,加强区域内各类创新主体的衔接,构筑知识交流平台,完善体制性基础设施上下工夫。

| Abstract: | Weak innovative capability is a major reason why the old industrial bases develop slowly. Currently enterprise cluster innovation has been regarded as a main strategy to bolstering regional economic development in many countries for its excellent learning property and innovative potential. These bases should take regional learning as the core for future economic progress and walk in a clusters innovation way. Efforts must be made to foster regional leading organizations of innovation, to interact innovative agents, to build the platform for knowledge diffusion, and to improve the infrastructure of the system. |
