| 摘 要： | 法治的核心是实现公民的权利,国家权力必须认真对待权利.公民是否普遍具有权利意识,执法人员是否普遍具有权利意识和能否文明执法,对法治的实现有重要影响.公民必须具有权利意识才能实现和捍卫自己的权利,现代法治社会的执法者必须具有权利意识才能为公民的权利提供司法保障.

| Abstract: | The core of rule of law is to realize citizen's right. The Power of government must take the right seriously. Whether or not citizens commonly have the consciousness of rights and, whether or not law law enforcement personnel gen-erally have the consciousness of rights and carry out laws in earnest, exert important influences on the rule of law. Citizens must hold the consciousness of rights so as to realize and defend their own rights, and also, the executors in the modern so-ciety with rule of law must have such the consciousness of rights to provide legal protections for citizens' rights. |
