黑龙江省粮食流通体系界面管理研究

从2004年开始，黑龙江省全面推行以“放开粮食购销、放开粮食市场、放开粮食价格”为特征的粮食购销市场化改革，黑龙江省农村粮食流通体系中各主体均得到了进一步发展，但发展速度仍较慢，发展层次仍较低。加强和完善粮食流通体系界面管理是提高组织效率的重要手段，是保证粮食流通体系良性运转的关键。论文在分析了黑龙江省粮食流通体系界面构成之后，提出了界面管理中存在的政府宏观调控力度不够、中间环节冗余离散、中介组织不完善、信息交流不足等问题，据此提出了加强宏观调控、简化粮食流通界面、建设高水平中介组织、加强粮食流通信息化建设等措施。
