高等学校学术权力运行机制探析

高校学术权力的运行机制是为了保证高校学术权力公正、高效、廉洁、有序运转而在学术权力运作方面提出的各种相互联系与制约关系及其实际运作状态的总和。当前我国高校学术权力存在配置不合理、信息反馈迟钝、缺乏有效民主机制协商和规范等诸多问题。为此,应理顺政府与高校的权力关系;优化权力结构,明确权限;完善信息传递与反馈机制;将各种权力行为制度化、程序化;完善监督机制,以权力制约权力。

On the Operation Mechanism of Academic Power of Colleges and Universities

The operation mechanism of academic power of colleges and universities refers to the combination of components that connect and restrict each other in the operation process of academic power in order to ensure a fair,efficient,clean and orderly operation.At present there arise such problems as unreasonable allocation,slow information feedback,lack of efficient democratic negotiation mechanism and norms.Therefore,the relationship between the government and higher education institutions should be rationalized;power structure should be optimized so as to define the limits of power;the mechanism of information transmission and feedback should be developed;power conduction should be institutionalized and has its procedure;and supervision system should be perfected.
