科技创新的关键是制度创新

摘    要:传统观点认为科技进步是经济发展的外生变量,由此导致 了科技与市场的脱节,这是中国科学技术发展缓慢的主要原因。科技管理体制改革必须以市 场为基础,知识产权为核心,科技创新人员的人力资本在企业产权安排中体现出来是关键, 要转变政府管理科技的方式,要进行科技管理制度的创新。

Abstract:The traditional ideal considers that the progress of science and technology is an exogenous variable of economic developm ent. Thus, science and technology is separated from the market. The author indi cates that this is the primary reason that science and technology progress slowly in Chin a. Science and technology are both endogenesied from the market. The science and tec hnology administer system must be based on the market and property right exchang ing .For impelling development of science and technology, it is important to solve t he problem of arrangement of property right for science and technology innovatio n's human capital in corporation, and to change the mode of administration of government in science and technology.
