| 摘 要： | 当前，社会环境日益复杂多变，突发公共事件频繁发生，严重影响社会正常秩序，威胁社会公众生命财产安全，同时也对政府管理能力提出挑战。介绍了突发公共事件的概念和属性，阐释了危机管理的内涵，探讨了政府加强突发公共事件危机管理的必要性，提出了具体的对策建议。

| Abstract: | At present, the social environment is becoming more and more complicated, and the sudden public events occurred frequently, which have seriously affected the normal social order, threatened the social public safe-ty and property security, and challenged to the management ability of the government. This article introduces the concept and nature of sudden public events and illustrates the connotation of crisis management, considers its ne-cessity to strengthen the management against the sudden public events, and puts forward the concrete suggestions and countermeasures. |
