| 摘 要： | 培育和提升广大人民群众的公民意识，是实践以人为本执政理念的内在要求，也是建设社会主义现代化的题中应有之义。现阶段，培育和提升广大人民群众的公民意识，必须坚持以人为本，维护和保障社会成员平等的基本权利，重视制度层面的社会公正问题，加强对社会成员的公民意识教育。

| Abstract: | The cultivation and enhancement of the citizen consciousness is the inherent requirement of the human-oriented political ideology as well as the original implication of socialist modernization.At present,in order to cultivate and enhance the people's citizen consciousness,we should insist on the human-oriented ideology,protect and secure the basic rights of equality of social members,emphasize the social justice from institutional levels,and strengthen the education of the citizen consciousness of social members. |
