城市灯控交叉口慢行交通违章行为及对策

为分析城市灯控交叉口慢行交通违章行为的诱因，寻求有效的治理对策，分析了相关违章案例的特性和慢行交通管理法规。分析认为，在合理设计城市灯控交叉口的前提下，慢行交通参与者片面理解《中华人民共和国道路交通安全法（2007修正）》第76条、缺乏安全意识、违章成本低且执法成本高，造成其违章行为屡见不鲜。分析结果表明，完善交通法规的科学性、严肃性、适应性和普及学校、社会安全教育，提高慢行交通参与者的安全意识，有利于降低城市交叉口慢行交通违章率，创建安全高效的城市道路交叉口。

Countermeasures for slow traffic peccancy on urban signal intersection

As there exists misunderstanging for the 76th Act in The Road Traffic Safety Code of China revised in 2007 and a lack of safety consciousness, and as the low cost for peccancy and high cost for enforcement are the real facts, slow traffic peccancy behavior is common occurence. Therefore, it is necessary to analyze the motives of administrating participants to reduce the rate of slow traffic peccancy at intersection. Based on the correct understanding of The Road Traffic Safety Code of China revised in 2007, countermeasures for improving traffic participator＇s good traffic safety consciousness from two aspects are suggested ： one is to perfect the scientific nature, the solemnity and the compatibility of the traffic law and the other is to strengthen the education of the law for all the road users, the school pupils as particular so as to raise their consciousness of traffic safety, reduce traffic peccancy ratio and set up an efficient transit flow at all signal intersections.
