| 摘 要： | 在我国省—市—县—乡四级制为主的地方层级结构中,市管县体制由于省以下缺乏完善的"分税制"财政体制,事权支出和财权收入划分不明,市县矛盾突出。改革市管县体制,要充分考虑政府间的权责配置和财力匹配问题,因此要合理地划分各级政府的职责事权,配置相应的财力资源,从而实现多层级政府间的协调发展。

| Abstract: | In Province-City-County-Township four-tier hierarchy administrative system, the conflict between the administrative city and the administrative county has emerged due to ＂revenue-sharing＂ financial system, division of power expenditures and property right income. Reforming the system of city administering county, we should fully consider the configuration of the powers and responsibilities of the government and the distribution of financial resources, so it is reasonable to divide the responsibilities of all levels of government powers, and configure the appropriate financial resources, to achieve the development of multi-level intergovernmental adap- tation. |
