| 摘 要： | 公务员依法行政能力是公务员基本能力之一。公务员队伍依法行政能力的建设 ,关涉到党的执政能力建设能否在国家行政系统进行有效的落实。但目前公务员依法行政能力较弱 ,影响了依法行政的正常进行。为了推进党的执政能力建设 ,适应依法行政发展的新要求 ,提高公务员综合能力 ,以实现建设法治政府的目标 ,必须加强公务员依法行政能力建设。为此 ,应当树立依法行政观念 ,完善公务员管理制度 ,建立系统的公务员学法用法培训考核机制 ,并突破妨碍依法行政的体制性障碍 ,营造社会良好法治氛围
