| 摘 要： | 南北朝争斗初期,何承天立足于刘宋政权的军政现实,汲取前代及当代与北方军事斗争的经验教训,撰著《安边论》一文,着重提出和全面阐述了"安边制敌"的战略思想。这一思想,不仅对刘宋及整个南朝的军政产生了较大的影响,而且在中国古代军事思想史上占有一定的地位。
