老年人犯罪特点、原因与对策

随着社会经济的发展、人民生活水平的不断提高和医疗条件的大力改善,人的寿命不断延长。老年人犯罪问题已变得越来越突出,呈现出不同的犯罪特点。从犯罪手段看,老年人犯罪往往采取非暴力手段,表现出智能性、间接性、隐蔽性;从犯罪类型看,男性多属猥亵、强奸、流氓犯罪、诱骗、放火、盗窃、侵占、窝赃、赌博、伪造、投毒、诈骗等,女性老年人犯罪则以盗窃居于首位。其产生的主要原因是离退休前后的心理失衡,对新的生活环境及家庭关系的不适应,人格自身显示的敏感多疑、情绪不稳、以自我为中心等。针对如上老年人犯罪的特点与原因,应建立老年人合法权益的法规政策体系,建立健全老年人维权工作体系和网络;加强对老年人进行思想教育,教育他们保持晚节;积极安排他们进行各种力所能及的活动,动员全社会关心尊重老人,不使他们产生严重的失落感。同时对老年人犯罪问题的研究,应列为犯罪学研究的重要新课题之一。

On the Features,Causes of Old People committing A Crime & the Countermeasure

The problem that the old commit a crime has become more & more conspicuous.The criminal features are very different,& its main cause are in many ways.To counter these features & causes,we should set up the system of rules & politics to safeguard the legitimate rights & interests of old people,and build the system & network to safeguard the old's rights.Strengthen the ideological education & make them maintain their revolutionary integrity in their later years.We should make adequate arrangements for their activity & mobilize the whole society to care for & respect the old.At the same time,the study on the problem that the old commit a crime,which should be regarded as one of the new & important research topic.
