党政领导人才评价标准问题研究

应该用什么标准来规范与管理我们的党政领导人才，用什么标准来选拔与培养我们未来的党政领导，这是我们党政管理研究中的重要问题。本文分析了古今中外党政领导人才评价标准内容的维度与特点。古代标准内容的特点是德才并举，以德为先；新中国标准内容的特点是德才兼备，政治素质过硬；西方党政领导人才评价标准的特点是素质一流，强调忠诚。文章还对于未来党政领导人才评价标准的建构提出了自己的思考。认为在党政领导人才评价标准体系中，至少包括选拔标准、培养标准与任用标准三种形式。应该采取工作分析、素质分析、个案分析与角色分析等方法来研究党政领导人才的标准内容，并且从政治、品德、能力、生理与心理基础等五个方面，初步建构出了党政领导人才评价标准的维度。

On Assessment Standards for Qualified People as Party Leaders and Government Leaders

This Paper first summarizes the extensive and intensive meaning of the concept--party leaders and government leaders, and discusses the significance of the study on assessment standards for qualified people as party leaders and government leaders. Secondly, he analyzes the contents and characteristics of the ancient and modern assessment standards used in China and foreign countries. The assessment standards in ancient China emphasize both morality and ability, but morality aspect takes priority. In modern China, the assessment standards still focus on morality and ability, but political qualification is also emphasized. In western countries, political qualification is essential, and loyalty is emphasized. Xiao suggests that the assessment standards for future party leaders and government leaders should contain three basic modes of selection standards, training standards, and appointment standards. The methods of job analysis, qualification analysis, case analysis, and role analysis should be used in the examination of the content of the assessment standards. The examination covers political qualification, morality, ability, physical and psychological soundness of the leaders.
