| 摘 要： | 中国实行水权制度是可行的，也是必然的，然而水权制度的实施过程，不能操之过急。考察了美国、日本、英国、澳大利亚等国家的水权制度建设，分别总结出各自的经验启示。对照我国国情及各地区的实际情况，提出建立区域和流域相结合的水权制度，加强水权的初次分配，保障用水户的“临水权”，同时要尊重历史习惯等。增强水权制度在我国顺利实施的现实可行性，有利于进一步实现人与资源环境的可持续发展。

| Abstract: | It is feasible and essential to set up a on water rights system in China.However,this shouldn't be done in a hurry.This paper explored the water rights systems in England,America,Japan and Australia,and in view of the practical situations in China,put forwards some enlightenments,such as establishing regional water rights system and drainage basins water rights system relatively,strenghtening the intitial allocation of water rights,protecting the riparian ownership and respecting the history custom in water... |
