| 摘 要： | 在产业经济的发展过程中,环境污染和能源损耗已经不可避免,产生的环境问题也相应地为各方所关注。在区域产业发展战略的制定和决策中,要求能根据产业发展的不平衡和内在差异,客观准确地对区域内各产业的竞争优势进行分析和评价。将能源消耗与污染排放等纳入低优影响因子,并基于Topsis方法对区域产业竞争力进行研究。首先,构建区域产业竞争力的评价指标体系,得到区域产业发展的综合评判模型,确立低优因子影响下的产业竞争力评价方法;其次,根据Topsis方法的计算步骤,分别求出标准化决策矩阵、理想解和负理想解及理想解贴近程度;最后,得到竞争优势排序并对评价结果进行分析。研究表明：采用Topsis方法,将低优影响因子纳入产业竞争力加以研究方法可行,Topsis方法较好反映区域产业发展中低优因子的影响,其结果有助于决策者制定区域产业发展战略。
