| 摘 要： | 农民市民化成为转变经济发展方式,实现整个社会现代化的重要着力点。基于我国的基本国情,农民就地市民化将成为农民市民化的主要渠道。探讨农民就地市民化进程中存在的困境,认为农民的合理权益没有得到足够的保护、小城镇的公共服务能力有限、原有社会关系网络遭到破坏使得农民对于政府提供的就地市民化机会缺乏积极性。最后提出促进农民就地市民化的政策思路：创新农村土地制度,保护农民合理利益;改革完善公共财政体制,提高城镇公共服务能力;采取积极措施,重构新市民的关系网络。
