新型农村养老保险制度试运行中政府责任研究

我国从2009年下半年开始在全国10%的县（市、区）进行新型农村养老保险制度的试点,以后逐步推进,到2020年前,要基本实现全覆盖农村适龄居民的目标。新农保采用＂个人缴费、集体补助、政府补贴相结合＂的筹资方式,这是我国推行的一项统筹解决农村居民养老保障的惠农政策,也是政府对于农村居民养老问题所承担责任的开始。但是,新型农村社会养老保险除了要有强大的财力作为保障外,最为重要的是政府在构建新农保的过程中,怎样承担责任、承担什么性质及多大范围的责任。
