对民族地区机构养老服务政策执行影响因素的探析,有助于纠正该政策在民族地区执行中的偏差。以甘南藏族自治州为例,探讨影响民族地区机构养老服务政策执行的主要因素有:政策标准与当地现实不够适切;机构设置和人员编制不够到位,医护人员和服务人员严重缺乏;政策执行主体对政策认识不足,其他社会主体在政策执行过程中缺乏参与;目标群体对机构养老服务政策接受程度较低;特殊的自然环境导致部分老年人迁移;传统家庭养老及互助养老对机构养老存在挤出效应;地区经济发展落后对政策执行效果存在显著影响。

An Analysis of the Factors Affecting the Implementation of Institutions Endowment Service Policy in Ethnic Areas:Taking Gannan Tibetan Autonomous Prefecture as an Example

Discussion on the factors affecting the implementation of the institutions endowment service policy in ethnic minority areas is helpful to correct the deviation in the implementation of the policy.Taking the implementation of institutions endowment service policy in Gannan Tibetan Autonomous Prefecture as a typical case,this paper explore the influencing factors of institutions endowment service policy implementation in ethnic minority areas.The main influencing factors are:the policy standards are not appropriate to the local reality;the institutional setup and staffing are not in place,and there is a serious lack of health care personnel and service personnel;the policy implementation subjects are lack of understanding the policy,other social subjects are lack of participating in the process of policy implementation;the special natural environment has led to the migration of some elderly people;the traditional family endowment and mutual assistance endowment have crowding-out effect on institutional endowment;the backwardness of regional economic development has a significant impact on the effect of policy implementation.
