确保政府管理的有效性和高效性,使一个合理合法的政府与公民、社会之间形成良性互动的关键,在于建设政府组织契合时代特点和要求的权威。行政道德作为一种内在影响力,对于建构新时期政府权威具有十分重要的作用。本文分析了政府权威的含义,以及我国转轨时期行政道德在政府权威中的突出地位、作用和核心原则,同时也解读了坚持以依法治国和以德治国相结合的伟大治国方略中所蕴含的对这一问题的高度认识。

The Role of Administrative Morality in the Government Authority

In order to ensure the high efficiency and effectiveness of the government administration,to make the rea-sonable and legal government in good inter-stimulation with the public and the society,it is the key point to construct the government 's authority which coins the charaeters and requirement of modern times.As a kind of influence force,the authority has its own supporting system,among which there are many factors whose role and status are changing and interacitng.Different enviroment and re quirement of the times demand different factors go outstanding.This article has analysed the importance of one of the supporting factors-morality in the government 's authority as wel as its core princi-ples un der the socialism market-oriented economy,and also interpreted the implication of our great governance strategy-governing by law and morality in matters of this aspect.
