| 摘 要： | 协商作为一种新的政策运行模式，打破了过去封闭的、以强制与控制为导向和静态设计的政策运行过程，建立新的开放的、以合作和互动为导向的动态政策运行过程，从而提升了政策运行的合法性与科学性。政策运行过程中协商的有效性和充分性取决于机会、意愿和能力三个要素，即公民可以并愿意通过对话参与并影响政策的运行过程，而且对话的成员都拥有理性的公共政策讨论之能力。

| Abstract: | Consultation, a new policy operating mode, has broken the previous closed, enforcement -oriented and statically designed operating process. It has established a new dynamic policy pattern which is open, coopera- tive and interactive to enhance policy legitimacy and seientificity. In the process of policy operation, the validity and sufficiency of consultation is determined by opportunity, citizen＇s willingness and ability citizens are able as well as willing to participate in rational discussion of oublic oolicv and influence the oroeess of Dolicv oneration. |
