几代中共中央领导集体关于西藏经济发展问题的方略

总结中国共产党中央领导集体关于西藏经济发展问题的方略，对于推动西藏实现跨越式发展和长治久安有着重要的意义。分析中国共产党三代中央领导集体和十六大以来中央领导集体关于西藏经济发展问题的方略，阐述不同时代西藏发展面临的特殊矛盾以及中央领导集体提出的促进西藏发展的方略，有三方面的经验值得重视：一是西藏发展问题始终是中央领导集体关注的问题，区别于一般省区的经济发展模式；二是支持西藏的发展需要采取特殊的手段和政策；三是对西藏发展道路的认识越来越深刻。

Strategies of the Central Leading Collective of CPC on the Economic Development of the Tibetan Autonomous Region

Promoting development is one of CPC’ s key themes as well as basis of lasting political stability in Tibetan Autonomous Region. Summarizing strategies of the central leading collective of CPC on development of the Tibetan Autonomous Region is of great importance to promote the realization of striding development and lasting political stability in Tibetan Autonomous Region (TAR). In this paper, respectively examining the CPC’ s strategies on the development of TAR during Mao’ s, Deng’ s, Jiang’ s and Hu’ s times, the author thinks three points are revealed as good experience to promoting development of TAR: the first point is that the Central government of CPC differ TAR from counterpart of rest of China and see TAR as a special region where developing issue always needs to be paid more attention; the second one is that special measures and policy need to be taken to promote development of TAR; the third one is that a Tibetan characteristic developing way needs to be looked for and strengthened.
