转型期我国社保基金的增值机制与路径选择

转型期我国社保基金的运行状况不容乐观,必须遵循渐进和配套完善的原则进行改革.加拿大CPPIB的运作模式因其优良的效果和完善的机制不失为我国社保基金运作的一条改革路径.据此,笔者认为,根据国际经验以及我国的实践,我国社保基金投资宜选择投资指数基金.原因在于,一方面可以有效降低运行成本,另一方面有利于管理层的监督,从而确保社保基金对安全性和盈利性的双重要求.

Appreciation Mechanism of China Social Security Fund and Road Choice in Transform Period

The paper expounds the basic principles which the reform of social security fund must be obedient to in transform period.Canada CPPIB's operation model will provide a road choice for reforming social security fund in China because of its good effect and perfect mechanism.According to international experience and China execution,the paper considers that we should choose the index fund as the social security fund model of China.The major reason for selection the index fund is that it not only can decrease operation cost but also benefit supervision by administrator in order to meet the double demand for the security and profit.
