| 摘 要： | 公共服务改革是一个全球性议题,是政府改革的一个重要组成部分。英国作为一个发达资本主义国家和公共行政改革的先驱,其公共服务改革经历了一个从政府本位到公民本位的发展过程。当代英国公共服务改革把公民本位作为基本的价值取向,并形成了一种基于公民本位自我完善的公共服务实践模式。当代英国公共服务改革的实践模式对我国服务型政府建设具有重要的借鉴意义。
