联合国反对恐怖主义机制发展历程评析

联合国秉承其宪章的宗旨与原则,积极构建反对恐怖主义机制,大致历经三个阶段,即初步形成、发展及强化阶段。在这三个不同的阶段中,这一机制的内容、作用以及影响因素大不相同,但在总体上呈现出强化趋势。曾经长期干扰、乃至妨碍这一机制发展的因素目前不仅依然存在,而且出现加剧态势,这一机制正在遭逢空前挑战。

An Analysis on the Course of Development of the United Nations Counter-terrorism Regime

The United Nations has been actively building up its counter-terrorism regime so as to implement the objectives and principles of its Charter.The regime has gone through three stages so far,namely the stages of primary formation,development and intensification.The contents,functions and relevant influencing factors of the regime at the three different stages are far from alike;nevertheless, the regime is being intensified on the whole.On the other hand,the regime is being challenged unprecedentedly since those factors that have interfered with the development of the regime are still at work and have even intensified.
