摘    要:科技中介服务体系是国家创新体系的重要组成部分,起到实现科技成果从产生到转化的桥梁作用。近年来,在政府的高度重视下,我国科技中介服务体系初步建立,逐渐形成了三种类型的科技中介服务机构。但是,由于地区差异较大、政府政策失衡、市场规范不健全等因素,我国科技中介服务存在地区发展不平衡、第三类科技中介服务机构面临生存压力较大、服务人员素质不高、服务质量低等问题。为此,我们必须从加强科技中介立法工作、转变政府职能、完善资金投入体系、提高服务人员素质、健全科技中介服务体系功能等方面,加快完善我国科技中介服务体系,促进科技成果的快速转化。

Abstract:Science and technology intermediary service system is an important part of the national innovative system and bridges the generation and the transformation of scientific and teehnological achievements. In recent years, with the government' s great concern, Chinese science and technology intermediary service system has been initially established, and has gradually formed three types of science and technology intermediary service agencies. However, regional differences, imbalanced government pol- icies, unstandardized market regulations have resulted in imbalaneed development among different regions, disqualification of the service staff, low service quality, and the great survival pressure for the third category of service agencies. Therefore, we need to strengthen the legislation, change government functions, improve the capital investment system, speed up the perfection of Chinese science and technology intermediary service system, and ensure the fast transformation of scientific and technological achievements.
