| 摘 要： | 选取国内近年完成的区域环境影响评价(REIA)与环境规划案例,评估了近年来 REIA 的有效性及环境规划的有效性。结果表明,当前 REIA 实践存在难以定量评估开发的社会经济影响等问题。并从可持续发展战略、技术方法等方面提出了改进 REIA 与环境规划有效性的建议。

| Abstract: | 33 cases in regional environmental impact assessment (REIA) and environmental planning are select- ed in China.10 indexes are applied to evaluate REIA effectiveness,and 7 indexes are applied to evaluate environ- mental effectiveness in the past few years.Results indicate that there are some deficiencies in REIA and environ- mental planning cases,etc.In the end,some suggestions to improve REIA and environmental planning effectiveness are presented in the field of sustainable development,intervention time,extension and methods. |
